The following are CDPAP rules and regulations that are commmonly applicable:

  • CDPAP is a Medicaid based program and consumers must have Medicaid to apply.
  • Medicare does not cover CDPAP. However, consumers can have both Medicare and Medicaid. So, while having Medicare is not enough to enroll in CDPAP, it also does not mean that you cannot enroll. You can apply for Medicaid as well (we can help with applying for Medicaid).
  • Consumers must require home care.
  • Consumers must be self-directing or have a representative that can direct their care.
  • Consumers can hire almost anyone that is legally allowed to work to be their paid caregiver – including most family members and friends.
  • Parents can hire their children to be paid family caregivers.
  • Children age 21 or older can choose their parents to be their paid caregiver. Children younger than 21 cannot choose their parents to be their paid caregiver.
  • CDPAP home care consumers can choose their siblings to be their paid family caregivers.
  • Spouses cannot hire each other as their paid family caregiver.
  • Caregivers are not required to have any license or certification.
  • The consumer or their representative trains their own caregiver.
  • Unlike traditional home health aides, CDPAP caregivers can administer skilled services such as wound care, giving insulin shots, and suctioning tracheostomies.
